I agree that districts seem to resist acceleration, even though it's got the most positive research as an intervention for gifted individuals. One workaround I found was using the Johns Hopkins Talent Search Test or getting students into advanced summer programs. When kids came back to the district with data from institutions of higher education saying they were ready for more advanced work, it was harder for the district to ignore.
